The South African National AIDS Council (SANAC) is seeking the services of a consultancy firm

South Africa has successfully demonstrated its political commitment to tackling HIV in a holistic manner through the development of appropriate policies and programs. The country also established coordination structures, from local/ward, district, Province and National levels, working collaboratively with all sectors including government, civil society and private sectors. While the NSP has defined roles of the different stakeholders and developed implementation plans for the various levels of governance, the attainment of the outcomes of these plans will require Mutual accountability and leadership at all these levels. Sustained political, civil society and private sector leadership commitment at all levels, national, provincial, district, local and community is essential to ensuring an effective and focused multi-sectoral response.

The consultant will be required to fulfil the following:

  • Develop a “National Accountability Framework” aligned to the National Strategic Plan for HV, TB and STI (NSP 2017 – 2022). The Accountability Framework should demonstrate how all the role players in South Africa’s HIV and TB response will achieve their set of commitments as per the NSP 2017 – 2018. The accountability Framework should take inti consideration all the other multi-sectoral implementation plans for the NSP 2017 -2022 at subnational levels (provincial, district, local and ward)
  • Develop an “Accountability Scorecard” for the implementation of the Accountability Framework as above.
