The Country Coordinating Mechanism (CCM) is a country-level multi-stakeholder partnership that develops and submits grant proposals to the Global Fund to Fight AIDS, TB, and Malaria (Global Fund) based on priority needs at the national level. After grant approval, the CCM oversees progress during implementation.
JOB SUMMARY:
We are seeking an enthusiastic, passionate and highly skilled Ethics Officer to join our organization. The successful candidate will be responsible for promoting and maintaining a culture of ethics and compliance within CCM Secretariate.
The successful incumbent will support the operations function of the CCM which includes ensuring ethical leadership and conduct and to support the CCM in its goal to coordinate national disease programs at the country level, in support of ending the epidemics and achieving Sustainable Development Goal 3; to contribute to the strategic functioning of a CCM by promoting ethical conduct and decision-making in all CCM activities; to lead the ongoing enforcement of the Code of Ethical Conduct (focusing on conflict of interest management, ethical decision-making and behaviors) to support the Global Fund’s ethical values; and to support the CCM in its shared responsibility for preventing and responding to sexual exploitation, abuse and harassment (SEAH) and related abuse of power in the context of Global Fund programs. The Ethics Officer will work in collaboration with the CCM leadership and membership, and in particular with the CCM Ethics Committee and CCM Secretariat.
KEY PERFORMANCE AREAS AND RESPONSIBILITIES (But not limited to):
- Values and Principles Driven Actions and Behaviours
- Monitor CCM activities to uphold the Values and Principles outlined in the CCM Code of Conduct.
- Ensure ethics considerations are incorporated into decision-making processes.
- Provide continuous support and guidance to CCM members, management, and the Ethics Committee.
- Conduct training sessions to familiarize all members with their ethical responsibilities.
- Track completion rates of the CCM Code of Conduct e-learning modules.
- Serve as the custodian for ethical matters and mediate issues to maintain the integrity of the CCM.
- Conflict of Interest (CoI) Management
- Maintain updated annual CoI Declarations for all CCM members.
- Pre-screen meeting agendas for potential conflicts and inform Co-chairs and Secretariat.
- Assist in managing and mitigating identified CoI throughout CCM processes.
- Handle documentation related to CoI, including declarations and meeting minutes.
- Coordinate reviews of the CoI policy and advise on its implementation.
- Policies and Procedures
- Facilitate the adoption and effective implementation of the CCM Code of Conduct.
- Regularly review and revise governance documents to align with ethical standards.
- Accountability for Alleged Breaches
- Timely report and document breaches of the Code of Conduct.
- Promote compliance with the Whistle-blowing Policy.
- Support responses to ethical misconduct and advise on investigations.
- Prevention of Sexual Exploitation and Abuse (PSEAH)
- Assist the CCM in preventing SEAH and ensuring adherence to PSEAH obligations.
- Develop and manage in-country awareness campaigns on PSEAH.
- Serve as a point of contact for PSEAH matters and coordinate PSEA networks.
- Grant Management and Secretariat Support
- Support the update of the SR selection manual with ethical considerations.
- Participate in grant-making processes to address COI and ethical matters.
- Carry out assigned Secretariat duties to support the functioning of the CCM.
- Perform other duties and support roles within Secretariate as required.
REQUIRED KNOWLEDGE, SKILLS AND ATTRIBUTES
- Robust understanding of Governance and Ethics matters.
- High degree of organization, initiative, political awareness and knowledge of public health issues.
- Strong inter-personal skills and proven ability to communicate and interact diplomatically with high-level officials from the government, NGOs, UN agencies, the private sector and in-country PSEA network members.
- Previous experience and/or background with government or private sector desirable.
- A strong sense of responsibility and urgency, and the ability to deliver on time.
- Proven experience in networking and partnerships building.
- MS Office (Excel, Power Point, Word, & Outlook), report writing and general administration skills.
- Detail-oriented and precise in execution.
- Resilient and able to handle challenges with confidence.
- Proactive and solution oriented. A natural team player with a collaborative spirit.

QUALIFICATIONS AND EXPERIENCE:
- A Degree in public health, ethics, law, public administration, business administration, or related field.
- At least 5 years of professional experience (international or national) working in planning or management in the humanitarian sector or public health or disease program management. Post Graduate Degree will be added advantage.
- Solid experience in building and developing partnerships in political environments and in mediating complex issues and deliverables at country, regional and international level.
- Experience working in program planning and management, and/or equivalent experience.
- Experience working in PSEAH or a related field, or in the prevention of/response to issues of misconduct.
- Solid understanding and experience of strategic, organizational, and management issues.
- Understanding of Global Fund processes and its funding model.
- Excellent written and verbal communication skills.
- Outstanding experience in planning, program development, and writing reports
- Possess a valid South African Driver’s Licence
- Clean Criminal record
