The South African National Aids Council (SANAC) leads South Africa’s response to the national HIV and AIDS, TB & STIs epidemics. SANAC is building a dynamic team that can facilitate its effective leadership of the national response.

The incumbent will provide leadership to the technical support unit (TSU) that will provide technical expertise, leadership and guidance in the design, implementation and evaluation of technically sound, cost-effective and practical approaches to the implementation of HIV/TB/STI prevention programs in Key Populations (KP) and Vulnerable Populations (VP). These key populations include sex workers (SW), people who inject or use drugs (PWI(U)D), and men who have sex with men (MSM), as well as other vulnerable populations including but not limited to Adolescent Girls, and Young Women (AGYW) and those in occupations that increase vulnerability to HIV, TB and STI infections.

Working with the TSU team and other Units of SANAC, the incumbent will lead SANAC collaboration with all stakeholders in the area of KPs, work closely with the Global Fund Country Coordinating Mechanism (CCM) oversight committee (OC) and other relevant technical working groups (TWG) as a lead technical advisor on the KPs. The Lead will receive guidance and technical and programmatic input from the CEO and other Executive Managers within the SANAC Trust.

Key Responsibilities:

Programmatic:

· Lead the TSU in providing expert guidance in the area of HIV and TB prevention, care and treatment for key populations.

· Ensure that TSU maintains knowledge of current literature, research, policies and programmatic experiences both domestically and internationally in order to recommend appropriate approaches and best practices for these populations.

· Lead the TSU in providing technical inputs during CCM oversight committee site visits and reviewing progress and performance and recommend changes in implementation.

· Lead the TSU in providing technical oversight and guidance for development of PR work plans, written reviews of work plans and work products, and overall guidance on program implementation.

· Serve as SANAC’s Co-chair of the KP technical task team (TTT) and other TWGs and as a SANAC lead point of contact for all KP related initiatives.

• Act as a primary technical advisor for the GF CCM and its OC and the principal recipients (PR) on KP.

• Working with other KP and VP stakeholders to support strategies for expanding access to HIV care and support and treatment for KP and VP.

• Provide technical support in the coordination of strategy development for reducing stigma and discrimination associated with HIV/TB/STI in KP and VP.

• Support the development of national programmatic monitoring systems for KP and VP and in addition provide ongoing technical support for the development, implementation and evaluation of prevention and related programs for KP and VP at the country level.

• Collaborate with other SANAC units to analyze and synthesize national, provincial and district data and research to recommend appropriate strategies and programs to reduce HIV/AIDS transmission and increase uptake of HIV/AIDS services by KP and VP.

• Contribute to the knowledge base relating to key populations by facilitating and presenting on issues relating to key populations at international, domestic and local meetings, and at workshops and conferences dealing with HIV/TB/STI prevention, care and treatment

Quality:

• Ensure that the TSU supports the development of quality standard operating procedures and their contextualization to the South African environment for key population groups.

• Ensure that the quality of programmes meet acceptable standard of care for key populations.

• Support the NSP and SI Units of SANAC to the achievement of high quality results in accordance with the targets identified in the National Strategic Plan for HIV, TB and STIs 2017-2022.

Reporting:

• Produce TSU reports to stakeholders and reporting to SANAC on key population programmes.

• Lead the TSU in documenting the best practices, case studies, reflections on national work, and contribute to research for key populations.

Advocacy and Human Rights

• Provide strategic guidance and coordination of advocacy work with key population groups for universal access to HIV leveraging on Global Fund and other donor funding to overcome structural barriers.

Value for Money

• Lead the TSU in ensuring that key population programmes achieve value for money by being efficient and economical.

Qualification, Skills and Experience

• Master’s degree or higher in public health, social science or other relevant field required. A clinical credential such as medical or allied health degree, and/or experience working in clinical settings preferred.

• PhD in Public Health or equivalent will be added advantage.

• Minimum 10 years’ experience working on health and HIV/TB/STI programs, with at least three years working with KP programs in resource-limited settings; specific experience with KP programs in South Africa is preferred.

• Demonstrated experience in and understanding of issues relating to HIV programming for Key Populations (SW, MSM, TG, and PWID/ PWUD) within developing country settings.

• Experience working with civil society organizations to plan and implement clinical HIV programs.

Experience identifying, designing and brokering public-private partnerships.

• Experience with working in an international NGO environment

• Demonstrated skills in data analysis, program design, strategic planning, monitoring systems, and program coordination and implementation within a developing country context.

• Excellent analytical, written and oral communication skills.

• Strong interpersonal, facilitation and team building skills, and ability to work across agencies and cross-culturally with diverse teams on sensitive issues.

• Ability to work independently with minimal supervision.

• A valid driver’s license
