The South African National AIDS Council Trust (the SANAC Trust) leads South Africa’s response to the national HIV, TB & STIs epidemics. The Trust is building a dynamic team that can facilitate its effective leadership of the national response. We are, therefore recruiting a Technical Lead – Key Populations for our organization. The position is based in Hatfield, Pretoria.

Purpose of the job

 Providing technical leadership and oversight for the coordination of the implementation of the Key Populations programs as outlined in the National Strategic Plan HIV, STIs and TB. To provide technical expertise and guidance for the development and Implementation of programs within the National Strategic Plan Implementation Unit for Key Populations (KPs). To coordinate all Key Populations (KPs) activities with focus on Sex Workers (SW), Men who have sex with men (MSM), and People who use drugs (PWUD), Transgender, Prisoners, Migrant population and any other Key Population group as identified through the NSP. The Technical Lead will also support the Principal Investigator in playing the role of project manager of the SANAC Trust CDC-Grant which places a priority focus on key population programme coordiantion.

Key Responsibilities

Providing technical expertise and management in the coordination and implementation of Key Populations program

  • Facilitating development and the effective implementation and monitoring of Key Population programs
  • Coordinating the development of Key Populations HIV, TB and STI national strategies and implementation plans
  • Coordinating the development of Key Populations materials
  • Coordinating quarterly reviews for all the Key Populations programs
  • Coordinating the development of project concepts for emerging Key Populations projects
  • Facilitating linkage of the Key Populations programs to the national campaigns

Coordinating and participating in multi-sectoral KP Technical Working Groups and Key Populations stakeholder meetings.

  • Developing TORs for the implementation of Key Populations Programs.
  • Managing Key Populations Technical Working Groups (TWGs) which develop policies and research.
  • Participating in broader prevention work taking into consideration the combination approach to HIV prevention among Key Populations.
  • Compiling meeting reports and minutes

Mobilising and Coordinating of key stakeholders within the programs with government, sectors, donors and key implementing partners at all levels

  • Conducting mapping for all Key Populations programmes
  • Developing, managing and maintaining Key Populations programme stakeholder database
  • Coordinating all national stakeholders including government, sectors, donors and key implementing partners for a meaningful participation in Key Populations programmes
  • To liaise with key populations stakeholders at all levels i.e. nationally, provincially and at district levels.

Monitoring and Evaluation of Key Populations programs

  • Working with the Strategic Information Unit to develop M&E system and tools for the Key Populations programs
  • Coordinating and developing a database of all Key Populations research and surveillance nationally
  • Coordinating the developing of Key Populations treatment cascades including technical review of evidence based research to inform programming.
  • Developing and submitting quarterly reports for all the Key Populations programs

Oversee the implementation and reporting of the CDC grant with SANAC

  • Developing and tracking annual project implementation plan
  • Consolidating quarterly reporting and submission of project progress reports
  • Coordinating monthly meetings with SANAC Trust and CDC to engage on financial and technical progress
  • Driving the implementation of CDC-funded Key Populations project components in consultation with CDC KP Project Lead

Any other task as delegated to by the Executive Manager relating to other identified Key Populations (Inmates, Migrants, mine workers etc)

  • Representing SANAC Trust at external and internal meetings, conferences and symposiums, etc.
  • Performing any other duties as will be allocated by the Executive Manager.

Qualifications, Skills and Experience

  • Bachelor’s Degree in Health / Social Science (including public health, nursing, allied health, social work) or a relevant qualification required. Master’s Degree would be an added advantage.
  • 5-10 years working within and with the Key Populations
  • Experience in HIV/AIDS management
  • Experience in coordinating stakeholders, working with Government departments, Development Partners, Donors, Civil Society Organisations, as well as Private.
  • Experience in working with PEPFAR funded projects.
  • In depth understanding of the National Strategic Plan for HIV, TB and STIs (2017-2022)
  • Knowledge of the South African public health sector broadly around areas of HIV, STI, and TB prevention, care and treatment.
  • Familiarity with government structures and processes and key networks.
  • Good interpersonal skills and knowledge of key vulnerabilities faced by key populations.
  • Sensitivity towards the needs of key populations specifically around criminalization, human rights, social stigma issues.
    • Ability to work independently.
    • Proficiency in Microsoft packages.
    • Computer literate (MS Office, Outlook)
    • Ability to handle confidential information
    • Ability to treat stakeholders with respect and professionalism
    • Be fluent in at least one South African language besides English
    • Good planning and organising skills
    • Proactive, Team player and Willing to learn
