The South African National AIDS Council (SANAC) leads South Africa’s response to the national HIV, TB & STIs epidemics. SANAC is building a dynamic team that can facilitate its effective leadership of the national response.

Purpose of the job 

To establish and/or grow the SANAC structures (Trust and SANAC structures) and to guide and optimize the implementation of the National Strategic Plan (NSP) for HIV, TB and STIs for South Africa.

To develop, grow and raise the profile of the SANAC Trust that is representative, able to provide the necessary leadership and acknowledged both nationally and internationally.

To provide strategic leadership and ensure the effective governance and management of the SANAC Trust as well as the operation of the South African National AIDS Council chaired by the Deputy President.

To coordinate the entire national response to HIV, TB and STIs amongst the following key stakeholders: government, civil society and the private sector.

To provide strategic leadership in the global response to HIV, TB and STIs.

To provide support to scientific and technological innovation in the response to HIV, TB and STIs both nationally and internationally.

To optimize the funds available for the implementation of the NSP through the raising of funds from both government and non-government sources, guiding optimal use of funds received from various donors and ensuring synergy of all efforts.

Key Responsibilities

SANAC Trust

  • Ensure the effective governance of the Trust
  • Fundraise for the Trust to fulfil its objectives
  • Ensure the effective, strategic and operational management of the Trust
  • Oversee the preparation, submission and approval of the Strategic Plan and Annual Performance Plan (APP) of the Trust
  • Ensure that the targets set in the APP are achieved
  • Ensure the submission of audited annual financial statements and performance against pre-determined objectives are prepared, submitted and approved by the Board of Trustees annually
  • Provide strategic leadership and ensure effective risk management within the Trust including the management of internal audit
  • Ensure effective external communications to SANAC stakeholders and the public
  • Provide funding to partners, NGOs and provinces for critical programmatic gaps in the implementation of the NSP and essential areas of surveillance and research
  • Ensure monitoring and evaluation of the implementation of the NSP
  • Coordinate the work of the Provincial AIDS Councils
  • Provide leadership and mentorship to the heads of the secretariats of the Provincial AIDS Councils
  • Provide support to District and Local AIDS Councils
  • Lead the drafting and adoption of the country’s National Strategic Plan for HIV, TB and STIs as well as the submission request for funding proposal to the Global Fund
  • To steer the effective governance of the Country Coordination Mechanism that is hosted by SANAC.

South African National AIDS Council

  • Strengthen political commitment to the National Strategic Plan at national and provincial levels
  • Support the Cabinet Inter-ministerial committee on AIDS
  • Support the Deputy President in the convening and running of the SANAC inter-ministerial committee to ensure optimal policy decisions at government level
  • Ensure that all structures function optimally to ensure there is consensus in SANAC decisions.
  • Facilitate the provision of advice to government in respect of HIV, TB and STIs from provinces, civil society and technical experts
  • Facilitate support to civil society with respect to the advocacy agenda, capacity building, resource mobilization and networking.

National Response to HIV, TB and STIs in the government, civil society and private sectors

Raise funds for the South African Response to HIV, TB and STIs from multilateral and bilateral donors

Coordinate the preparation and publication of the National Strategic Plan every five years

Support the implementation of the NSP in government, civil society and the private sector

Provide thought leadership for the NSP in respect of publications, public speaking arrangements, contributions in all Trust and SANAC committees, contributions in international committees and forums and scientific meetings and journals.

Global Role

  • Ensure the optimal positioning at an international level in terms of the HIV,TB and STI response
  • Strengthen collaboration with multilateral and bilateral agencies and implementing organizations
  • Represent SANAC at the relevant international fora

R&D and innovation

  • Develop and lead the HIV, TB and STI research agenda in the country to ensure availability of evidence to inform optimum implementation of the NSP.
  • Support all surveillance work related to HIV, TB and STIs
  • Collaborate with research agencies and local universities on relevant research related to HIV, TB and STIs

Minimum Qualifications, Skills, Experience

  • An undergraduate qualification in health sciences coupled with postgraduate qualification in health sciences, public health management, general management or health sciences related postgraduate qualification.
  • At least 10 years of experience in the field of Health with particular focus on communicable diseases including but not limited to HIV, TB and STI’s
  • At least 10 years senior management experience in a health environment within government or a large NGO or private sector institution
  • Local and/or international experience within a large international agency or NGO
  • Experience with large complex multi-sectoral projects
  • Experience with managing donor funds from multilateral and bilateral agencies
