JOB SUMMARY AND REQUIREMENTS:
SANAC is looking for a self-motivated, reliable and passionate individual to join the team as Manager- Global Fund CCM (Country Coordinating Mechanism) Secretariat to support the Global Fund (GF) Country Coordinating Mechanism (CCM) to realize its performance areas including alignment, oversight, constituency engagement, and capacity building of stakeholders. He /She will manage oversight mechanisms for achieving the defined objectives of the oversight role of CCM including development and management of a detailed implementation work plan to that end. Other functions include the implementation of the CCM workplan and performance framework in full consultation with CCM Chair/ Co-Chair and in coordination with PR, SRs, SSRs and other CCM members and stakeholders. The incumbent will also work with CCM Committees and other stakeholders to identify, link and maintain key relationships that will optimize the impact of the Global Fund investment through optimizing implementation, alignment with the National Strategic Plan for HIV, TB and STIs (NSP) and to build the sustainability of the programmes funded by the Global Fund.
KEY PERFORMANCE AREAS AND RESPONSIBILITIES (But not limited to):
- Develop the strategic oversight plan which clearly describes the objectives, risk and challenges, activities to mitigate risks and challenges, methodology for oversight, tools, e.g. checklists, guidelines, reporting, timeline of the plan, terms of reference of the Oversight Committee, implementing entities/individuals, budget (in line with the CCM budget) and coordination mechanism • Update the oversight plan based on the inputs and feedback from CCM Chairs and CCM Committee members • Facilitate and conduct oversight field visits in collaboration with the relevant Units of the South African National AIDS Council (SANAC) and reporting to CCM • Provide Technical support and coordination for conducting CCM members capacity building such as workshops, study tours, and all other activities that help CCM members gain a better understanding of their Grant roles and responsibilities Coordination of CCM Meetings including its sub-committees •Provide technical and administrative support to the CCM to enable its implementation of its entire activities •Lead the provision of technical guidance to the CCM Secretariat in any technical aspects related to the Global Fund requirements
- Coordination of the implementation of all the administrative duties for the GF CCM and all its subcommittees •Update eligibility and performance assessment (EPA), improvement plan and CCM contacts as per the indicators of the PF Coordination and monitoring the conduction of annual CCM retreat, and CCM elections, induction / orientation meetings •Prepare of the Minutes of the Meetings and circulation of the agenda to the members and the GF secretariat align with the indicators of the PF
- Prepare all reports including annual workplan progress, financial reports and submit to the GF as per the indicators of the PF •Facilitate the process of guiding and supporting the CCM through the steps of the application for a new funding; from the development of the new request for funding, responding to Global Fund Country Team (CT) requests, responding to comments from the GF Technical Review Panel (TRP), Grant negotiation and final GF Board •Contribute to the process of funding request development and Grant making, that includes the assembly of the technical consultant team, and the coordination of workshops, meetings and trainings •Contribute to the development process of the NSP •Hold periodic meetings with CCM Chair/ Co-Chair share progress made against the oversight plan, achievements, challenges and obstacles •Ensure effective communication and information flow between finance and non-finance actors (on CCM, PR, Local Fund Agent and sub recipients) to effectively link the programmatic results to expenditures as required by GF •Implement activities related to information sharing such as the maintenance of the CCM website, and its content updates •Work with the SANAC Trust Communications Unit to facilitate publication of the CCM newsletter, website and any other activities related to knowledge management •Lead coordination of the South African representatives who work with the East and Southern Africa GF Board member and alternate to optimise their representation on the GF Board through the Africa Constituency Bureau and its sub structures •Be the strategic contact point for the South African representatives who represent SA on regional GF structures including all Regional Co-ordinating Mechanisms.• Ensure SANAC mandate, vision, and values are reflected in all job outcomes
QUALIFICATIONS, SKILLS, EXPERIENCE AND ATTRIBUTES:
- A Degree in Public Health, Public Administration, Social Science or other similar. A Postgraduate Degree will be an added advantage
- 6 – 8 years’ demonstrable management work experience of involvement and responsibility in a program management.
- At least 5 years’ experience in stakeholder management, networking, and organization of policy level meetings, preferably in the health sector
- Advanced knowledge of the HIV and TB epidemics in South Africa and the country’s response, with a particular focus on key and vulnerable populations
- Knowledge of the Global Fund to fight AIDS, TB and Malaria Grant and its processes, rules and regulations, including those that relate to the Country Co-ordinating Mechanism
- Experience in comprehensive HIV, TB and STI programme design, implementation and coordination
- Extensive experience in writing grant proposals and/ or business plans
- Excellent report writing, analytical and organizational skills
- Strategic and Management skills
- Superior writing and verbal skills in English and an African languages.
- Advanced computer experience (MS Teams, MS Office Suite)
- Willingness and ability to travel across the country and internationally, if necessary, for meetings, quality audits, and support.
- Team-player, able to work under pressure, manage conflicting deadlines and flexible
- Ability to effectively delegate tasks to multidisciplinary teams.
