JOB SUMMARY AND REQUIREMENTS:
We are seeking for a highly organized and experienced Procurement Officer to handle the procurement process for SANAC. The successful incumbent will be responsible for overseeing all aspects of the procurement lifecycle, from initiation to completion and ensure that all procurement procedures and policies are adhered to. KEY PERFORMANCE AREAS AND RESPONSIBILITIES (But not limited to):
- Develop, implement and maintain SANAC procurement system, policies and procedures • Procure goods and services for the organization within budget and procedure, at competitive rates, quality and terms • Requesting quotations and ordering materials from approved suppliers • Establish and maintain accurate supplier database • Prepare tenders and follow the recognized tender process for NGOs and Governmental organizations • Maintain the organization of both the physical and electronic files of documents supporting purchasing process for audit and other related processes • Timely creation and submission of Purchase Orders for approval • Communicating progress from vendors and suppliers to team members and managers • Coordinate and ensure timely and efficient procurement processes and procedures • Ensure proper monitoring and control of all procurement processes including the development of product specifications, receipt and evaluation of quotations, bids or proposals, negotiation of contractual terms and conditions.• Ensure proper record keeping of all relevant Procurement Management information • Compile routine (daily/weekly/monthly/quarterly ) or ad-hoc reports and statistics per applicable submission and when required • Maintain auditable documentation, including monthly reports, on all procurement and supply management related activities in compliance with policies and procedures • Maintaining acceptable levels of materials and accurate documentation• Advise all employees and ensure compliance with organization polices, SOP’s and rules and regulations in all applicable procurement related matters. • Addressing supplier queries promptly and efficiently• Perform other duties and support roles within SANAC as required
QUALIFICATIONS, SKILLS, EXPERIENCE AND ATTRIBUTES:
- Bachelor’s Degree in Procurement/ Supply Chain/Purchasing, and/or related field
- 5 years in the procurement field with a minimum of 2 years in public sector procurement experience
- Solid Knowledge and experience of procurement and supply management
- Supply Chain Management knowledge and experience, including PFMA and PPP Framework
- Excellent computer literate (MS Office, Word and Excel),
- Excellent communication skills (written and verbal)
- Excellent planning, coordinating, and negotiation skills
- Excellent administration and organizational skills
- Excellent minute taking and report writing skills
- Ability to contribute innovative ideas and solutions
- Knowledge of database management and applications.
- Demonstrated integrity by upholding the highest values and ethical standards
- Pro-active approach to own and manage technical query processes between suppliers and SANAC employees
- Ability to work under pressure in complex and changing environments.
- Ability to work independently and as part of a team.
- Strong organizational and time management skills.
- Team-player, able to work under pressure, manage conflicting deadlines and flexible
