The South African National AIDS Council (SANAC) is supporting the implementation of the Orphaned and Vulnerable Youth (OVCY III), a programme of the Department of Social Development that is supported through the the Bilateral Cooperation between the governments of Germany and South Africa.
JOB SUMMARY: We are seeking for a detail oriented and passionate M & E Officer that will support the technical monitoring, reporting and evaluation functions of the OVCY project. The successful incumbent will monitor the performance of the OVCY III programme, set targets, and reporting. He/she will provide strategic information for programmatic improvements and adjustments.
KEY PERFORMANCE AREAS AND RESPONSIBILITIES (But not limited to):
- Lead the development of the programme M&E framework, plans and tools of the OVCY III programme. • Revise the results matrix, indicators and align these to programme objectives. • Contribute to the development of programme implementation plans. • Monitor and assess project activities and document results and provide feedback to guide decision-making. • Systematically monitor and document progress and system-related challenges faced throughout the reporting cycle. • Support the provincial coordinators in monitoring of activities, and reporting. • Conduct M&E capacity building and support for programme staff and staff in the CCCs in monitoring and reporting. • Prepare for and support the mid/ end-term evaluation processes. • Establish and manage a digital platform-based monitoring and reporting that allows the efficient documentation of project supported activities. • Ensure high-quality data collection, management and reporting processes and tools and established. • Strengthen data quality and ensure data verification procedures • Develop and maintain a data base. • Develop a lesson sharing and learning agenda for the program. • Act a focal technical person to provide support to the progress performance reporting and lesson sharing meetings. • Working closely with the program team, develop tools to identify and document activities and elements to be upscaled. • Perform other duties and support roles within SANAC as required.
QUALIFICATIONS, SKILLS AND EXPERIENCE:
- A bachelors degree, social sciences, or development studies, qualifications in Monitoring and Evaluation or related discipline
- A Post graduate degree will be a strong asset.
- 6 years working as M & E Officer
- Minimum 6 years of relevant experience working with development programs.
- Experience in developing and setting up M&E frameworks, and monitoring tools.
- Experience with digital monitoring systems, strong experience in establishing of reporting systems using database, dashboard reporting.
- Proven expertise in quantitative and qualitative methodologies, reporting, data quality assessments, data analysis and presentation.
- In depth understanding of Monitoring, Evaluation and Reporting.
- Ability to handle confidential information.
- Good planning, analytical and writing skills.
- Organised and is able to manage multiple priorities.
- Ability to work independently and self-motivated
- Possess a valid South African Driver’s Licence
- Be fluent in at least one South African language besides English
- Analytical, problem solving and attention to detail.
