The South African National AIDS Council (SANAC) is supporting the implementation of the Orphaned and Vulnerable Youth (OVCY III), a programme of the Department of Social Development that is supported through the the Bilateral Cooperation between the governments of Germany and South Africa.
JOB SUMMARY: We are seeking for an enthusiastic and passionate Skills Development Officer who will orchestrate the entire learning journey, from conceptualization to delivery. This pivotal role requires a keen understanding of the OVYC programme, adept planning skills, and a proactive mindset to thrive in our fast-paced environment. The successful incumbent will support the implementation of the skills development programme targeting young people aged 15 to 24 years. The incumbent will oversee and provide strategic and technical guidance on models and approaches that deliver market relevant skills to enhance the employability and livelihoods of young people. The skills will encompass work readiness skills, technical skills, and entrepreneurial skills among others that will be implemented in 17 Community Care Centres (CCCs) in Limpopo, Northwest and KwaZulu Natal.
KEY PERFORMANCE AREAS AND RESPONSIBILITIES (But not limited to):
- Provide technical guidance and oversee the implementation of the OVCY programme in line with the strategy and plan. • Provide technical support on soft and hard skills training programmes and ensure quality of the trainings. • Facilitate and build partnerships with networks and youth support institutions and programmes, government departments, private businesses, and training institutions in the field of youth employment and support. • Design outreach strategies to engage, market the programme with stakeholders and structures. • Engage with SETAS. • Contribute to planning, development of implementation plans and reporting of programme results. • Develop a skills transfer plan and mentor NPO staff in the CCCs. • Effectively engage closely with the programme team and the M&E specialist to develop and implement a learning agenda that promotes collaboration, learning and adaption of approaches for scaling up. • Contribute to the design of tools to manage and track the results and effectiveness of the programme. • Handle reporting, analytics, and administration related to training programs. • Perform other duties and support roles within SANAC as required.
REQUIRED KNOWLEDGE, SKILLS AND ATTRIBUTES
- Exceptional Knowledge of the national youth skills development landscape, skills development agenda, policies, labour market needs.
- Familiar with training packages, understands the accreditation requirements of the different SETAs.
- Knowledge of vocational skills training, and related processes.
- A strong sense of responsibility and urgency, and the ability to deliver on time.
- Experience in managing multiple activities.
- Excellent written and oral communication skills.
- Proven experience in networking and partnerships building.
- MS Office (Excel, Power Point, Word, & Outlook), report writing and general administration skills.
- Highly organized with a customer-centric focus.
- Detail-oriented and precise in execution.
- Resilient and able to handle challenges with confidence.
- Proactive and solution oriented.
- A natural team player with a collaborative spirit.
QUALIFICATIONS AND EXPERIENCE:
- Bachelor’s degree in education, Social Sciences, Technical skills qualifications in development studies, or related discipline.
- Relevant post-graduate Degree would be an advantage.
- 5-7 years demonstrated experience in Youth Skills Development and training, including creating private sector linkages, coordinating internships, learnerships, and youth entrepreneurship promotion.
- Experience should include a broad range of expertise in both technical and soft skills development.
- Proven experience in networking and partnerships building.
- Excellent interpersonal communication skills – at all levels.
- Good planning, management and writing skills.
- Analytical, problem solving and attention to detail.
- Possess a valid South African Driver’s Licence
